It is important to start your search early and keep a list of what you find. (I used a three-ring binder to organize information about programs that I was interested in.)
Take some quiet time to think about what is most important to you.
Send for information packets when available. (Some school websites have "Perspective Student" areas that offer to send detailed information about their programs.)
Attend graduate fairs. (There are fairs available on campus, and at many conferences that you attend.)
Have an OPEN mind. Some programs are listed in areas that may not occur to you at first. Each college/university has it's own way of organizing their programs. Look in several "schools" within each college that you would like to attend.
Keep a list of authors whose research you use in your own projects. These people are often professors in graduate programs. Do some research to see where they are and if that school interests you.
